State Program

The Virginia C-PACE Program or VA C-PACE is offered through the Virginia Department of Energy (“VE” and “Sponsor”) and its program administrator, Virginia PACE Authority (“VPA” and “Program Administrator”).

Description

The VA C-PACE Program provides a range of services to local governments looking to establish C-PACE in their jurisdiction as well as assists property owners in using C-PACE to upgrade their buildings. The VA C-PACE Program is a public private partnership between local governments, private property owners and private capital providers. The rules, regulations, and guidance of the VA C-PACE Program are established through these VA C-PACE Program Guidelines.

How To Join

To enable the VA C-PACE Program in your jurisdiction, the Locality must use the C-PACE Program Model Ordinance found here. Once reviewed, the Locality staff must send the Locality Ordinance to Virginia PACE Authority (VPA), the Program Administrator, for approval. Once approved by VPA, the Locality staff can submit the Ordinance for passage by elected officials. This applies to both jurisdictions that are amending a prior ordinance and to those who are enabling C-PACE for the first time

The Model Ordinance includes two Appendices, the draft Program Agreement (Appendix A) and the Locality Agreement (Appendix B) which must also be approved by the Locality in order to opt-into the Program. The Program  Agreement is the Agreement between the Property Owner, Locality, and Capital Provider, executed at each loan closing. The Locality Agreement is the Agreement between Virginia Energy and the Locality that allows the Locality to participate in the VA C-PACE Program.

The new state sponsored VA C-PACE Program is live

The new Commercial Property Assessed Clean Energy (C-PACE) state-wide program is now active and open to localities wishing to participate. C-PACE will help grow Virginia’s energy efficiency, renewable energy and resiliency improvements in commercial properties.

The Virginia PACE Authority (VPA) is administering the program for the Virginia Department of Energy (Virginia Energy).
