Overview
The Virginia C-PACE Program (VA C-PACE) is offered through Virginia Energy and administered by the Virginia PACE Authority (VPA). The VA C-PACE Program provides a range of services to local governments looking to establish C-PACE in their jurisdiction as well as assists property owners in using C-PACE to upgrade their buildings. The VA C-PACE Program is a public private partnership between local governments, private property owners and private capital providers.

How To Join
To enable the VA C-PACE Program in your jurisdiction, the Locality must use the C-PACE Program Model Ordinance. Once reviewed, the Locality staff must send the Locality Ordinance to the Virginia PACE Authority (VPA), the Program Administrator, for approval. Once approved by VPA, the Locality staff can submit the Ordinance for passage by elected officials. This applies to both jurisdictions that are amending a prior ordinance and to those who are enabling C-PACE for the first time
The Model Ordinance includes two Appendices, the draft Program Agreement (Appendix A) and the Locality Agreement (Appendix B), both of which must also be approved by the Locality to opt-into the Program. The Program Agreement is between the Property Owner, Locality, and Capital Provider, executed at each loan closing. The Locality Agreement is between Virginia Energy and the Locality, and when executed, “turns on” the Locality’s participation in the VA C-PACE Program.

For localities wanting to opt-in to the Statewide PACE program, the Administrator must review and approve your ordinance before passage. This applies to both jurisdictions that are amending a prior ordinance and to those who are enabling PACE for the first time.
